I work at the intersection of evaluation, systems thinking, and inclusion, helping organisations ask better questions about the change they are trying to make. My clients range from circular businesses figuring out their impact for the first time, to foundations and international organisations commissioning independent evaluations of complex, multi-year programmes. The scale changes. The core question rarely does: is it actually working, and for whom?

I'm Victoria Tully, based in Rotterdam, working globally.

I help foundations, development finance institutions, and circular economy businesses find out whether their work is genuinely making a difference, and for whom, then make sure that evidence reaches the people who can act on it. My practice sits at the intersection of rigorous evaluation, systems thinking, and inclusion. I believe complex change deserves honest evidence, not comfortable summaries.
